Hello Everyone,
Trisha Justice here.  Brand new to this forum.  I've been a member of the Foreign Exchange for years. Found your site through a feature article 10.13.09.  I'm excited to link up with folks living in the country. 
I visited Colonia once when in SA...took the ferry over from Buenos Aires.  Absolutely fell in love.  I've always wanted to go back to Uruguay and have told friends I'd live there in a heartbeat if I could figure out how to earn a living.  Maybe I'll get some info on the intricacies of starting a business and the legal requirements for foreigners. I'll check in on the appropriate threads. I hope to meet some of you online soon.

For your guidance, there are no especial legal requirements for foreigners while intending to start a business. 
After starting the biz, you can apply for becoming a legal resident.

In addition, Uruguay Constitution does not permit any discrimination against foreigners, so laws and regulation must be the same for natives, foreigners and new comers.
