What are the cheapest car rental places in Montevideo?

The prices are on the high side at the Carrasco Airport.

I would need to rent a small car (December/January).  I've heard that car rentals with the major rental agencies are cheaper if paid with and American credit card with an American driver license!

But I'm sure they are a lot of smaller car rental companies outside the airport (may be in Pocitos/Carrasco/Centro) that could be cheaper. 

Please advice, I don't want to end up paying US$1,000 per month driving the equivalent of a Yugo on top of everything with no air!

We have only rented a car once and it was through Budget. It was pricey. You can read about our experience here. There was a Hertz across the street. For the most part, you can get everywhere you need to go with taxis and buses.

The agency we tried to rent through first was America Rent a Car. They had cars for $20/day, but were out when we needed one (it was a holiday weekend). I think the smaller agencies will call around to the other smaller agencies to try and find you a car if they're out.

I should've mentioned that Budget we rented from was not at the airport. It's here in Pocitos near the Sheraton and Punta Carretas Shopping.
